Little League and CRLL House Rules

Little League Rule Book

Little League baseball rules are updated and published every year in what is referred to as the "Green Book" (The latest versions are now blue but often still referred to as the "Green Book"). Little League keeps a strong hold on thier rule books and do not distribute them freely to participants. Each team is issued 2 rule books at the start of the season (one for TBall and Coach Pitch) and CRLL does provide new umpires with a new rule book when they complete thier intial training.

CRLL House Rules

CRLL house rules are available for parents and coaches. These rules are periodically updated. It is expected that an updated version will be available prior to the start of the 2019 Spring Season. These rules are generally applicable to all CRLL divisions noting however that there specific rules governing the Ottawa Interlock League for our Junior an and Senior divisons.

Interlock Rules

Dependent upon the number of teams across Ottawa at the Junior and Senior Divisions, our CRLL teams will play in an interlock league with either our District 6 sister leagues or in some situations with a larger interlock of leagues around the greater Ottawa area (Districts 6 along with 2,7, and 8). Although the Interlock rules for both situations are similiar there are subtle differences that coaches and players should be aware of.

Girl Ball Rules

MINOR

As minor is a bit more complex, here is an overview. 

  • 65cc baseballs or equivalent are to be used. 
  • Bunting is not permitted, and the in-field fly rule is not in effect. 
  • The ball is considered dead once it is under the control of any infield player and/or the Umpire feels that play has stopped. 
  • Stealing is not permitted. 
  • An oversized home plate will be used to create a larger strike zone. Home teams will supply a throw down 21” wide home plate. 
  • Players will pitch with the following rules: 
    • Pitchers will pitch from 46’. If it becomes clear that the pitcher is unable to pitch from this distance, they may move to 40’, then subsequently to 35’ but not closer if the pitcher’s strength remains an obstacle to success. Safety must be kept in mind.
    • Until June 15*, a batter may not be awarded a walk. The player pitcher shall pitch until one of the following occurs: ∗ The batter is out. ∗ The batter achieves a hit; or ∗ Four (4) balls are achieved. 
    • If 4 balls are achieved a coach pitcher enters the game. The Coach will pitch from approximately 38‘ but may move forward if distance is an obstacle to success, keeping safety in mind. The Coach inherits the strike count. When a Coach is pitching, the batter can get a hit or be put out in any manner, including by strikeout, but cannot be awarded a walk. 
    • When the Coach is pitching, the Player Pitcher shall stand near, but not forward of, the pitcher’s rubber. 
    • On a batted ball, the Coach Pitcher must avoid contact with the ball, and/or interference with defensive players, and may not coach runners. Penalty: the batter will be declared out and all runners will return to the last base legally occupied at the start of the at-bat.
    • ** At the mid year mark, the minor division changes to fully player pitch.
