Rookie Rules
Any rules not covered below are covered by the Cal Ripken Rule Book.
 
  • Players will bat in a continuous line up.  All players on the line up will bat before returning to the top of the line up.
  • The player/pitcher will be placed at 46’ from home plate and must have one foot in the half circle before the pitch is made.
  • The catcher is to be in full catching gear and placed behind home plate.  The catcher must attempt to catch the ball and will have to stay in the catcher’s box area.
    • Penalty will be the coach warned and then removed from the game if he don’t get a catcher that can fill the role correctly.
  • Game length is 6 innings. 1 hour 15 minute time limit.
  • Each batter will receive a maximum of 5 pitches.  If the ball has not been hit into play, the batter is out. 
    • If the batter fouls the 5th pitch, batter will receive pitches as long as batter continues to foul the pitch.  The inning is over when three outs are made or the team scores 5 runs. 
    • The batter is out if he swings three times and misses.  There is no bunting, penalty is an out on the batter no runners advance. 
    • Slashing or fake bunting is not allowed. Penalty is dead ball strike on the batter.  There will be no intentional walks in rookies.
  • The bases are to be 60 feet.
  • The coach/pitcher is to be 36 to 40 feet from the back of home plate.  No part of the coach/pitcher may cross the 36 foot mark. 
    • Penalty is a strike on the batter and if it is the third strike the batter is out.
    • Ball must be thrown overhanded. 
    • The ball may not be thrown higher then head high at any point during delivery. 
    • If the ball is lobbed in with an arc higher then the batters head it is dead even if hit. 
    • The pitch counts as one of the five pitches and if it is the third strike the batter is out. 
    • The coach pitcher is to leave the playing field once contact has been made making sure not to interfere with the play in anyway.
    •  Interference by coach/pitcher will be umpires discretion as will the result of the interference.
  • The coach/pitcher can encourage his team but can not actively coach the batters or runners.
  • Time is called when the lead runner has been stopped or abandons an effort to advance. 
    • The ball may be declared dead when in an umpire’s judgment a player is injured and cannot continue.
  • A batted ball on the infield and the batter/runner cannot advance past second.  All other runners can advance at their on risk
  • The infield fly rule is NOT in effect in rookies.
  • No rolling of the baseball on the infield, the ball must be thrown overhanded.
  • A 1 hr 15 minute time limit will be in effect for the regular season.
  • The slaughter rule will be when a team can not tie the game by scoring 5 runs in each of the remaining innings.
  • Base stealing is not permitted.  Runners leaving base before contact is made by the batter will be called out and removed from the bases.
  • The coach/pitcher will be the same as an umpire and the ball will be dead when contact is made off the bat. 
    • If runners are forced to advance, they will advance one base.  No runners will advance unless forced. 
    • If in the umpire’s judgment the coach/pitcher interfered intentionally or did not make an effort to move from being contacted, the batter is out and no runners advance. 
    • 2nd penalty will result in the coach being removed from the game.
  • There will be a 4th outfielder that will be placed in the outfield grass or a minimum of 12 feet behind the base path.
  • All teams must start a game with a minimum of 9 players but will be allowed to complete a game with 8 players. 
    • The missing players will be called out at his turn at bat.  Failure to be able to field 8 players will result in a forfeit. 
    • Tournament rules require 9 to start and 9 to finish.
