YADKIN COUNTY RECREATION BASKETBALL RULES

 

  • Uniforms: must have numbers on back (front optional) and should be legal basketball numbers (refs can hold up on one hand)
  • Quarter length: K thru 2nd grade teams will play 4 / 6 minute quarters, 3rd thru 7/8th grade teams will play 4 / 8 minute quarters
  • Goal Height: K - 2rd grades will use 8 ft. goal, 3rd and 4th grades will use a 9 ft. goal, 5th grade and higher grades will use standard 10 ft. goal. If 3rd and 4th grade teams want to use a 10 ft. goal instead of the 9 ft. goal both teams must agree before the start of the game. Teams can also agree for one school to use 9 ft. goal and the other school to use 10 ft. goal. If an agreement cannot be reached between the coaches and directors the goal height must be followed as stated in the rules.
  • Ball Size: Official 27.5 (K- Only) 28.5 (1st -6th Grade) 29.5 (7/8 Grade Boys)                             
  • 3 point shots: will be allowed for the 5th, 6th, 7th and 8th grades only.
  • Kindergarten – 2nd grade additional rules: NO defense outside 3 pt. Line, NO fast break, and NO grabbing the ball---hands straight up. One coach allowed on the court to help with game K-2nd Grade. A Director, Assistant Director or Recreation Board member will be on the court as volunteer referee to assist with K-2nd grade games. The home school is responsible for getting the volunteer referee for the K-2nd games.
  • Foul Line: Will be shortened by 36 inches for 3rd and 4th grades, but must stay behind the line.  5th and higher grades—high school rules.
  • Half time: 5 minutes with 1 minute between quarters. (K-2 grade reduce halftime to keep games on time)         
  • Time Outs: (per game): 4 per team (3rd – 7/8th).  For overtime, one time-out per overtime period. (NO time-outs may be carried over from regular play). 
  • Clock stops: only for foul shots, time-outs, official time-outs, last 30 seconds of 1st, 2nd, 3rd quarter, and last minute of the game.
  • Personal Fouls: Five personal fouls per player (fifth foul, player fouls out). Personal fouls are kept separate by game. The team’s foul count will start over at the beginning of a new half.  Shoot one and one on the 7th foul and 2 shots on the 10th foul.
  • Walking and 3 seconds in the lane: more lenient for 3rd and 4th grade. At the referees discretion
  • Start of the game: (K-2) visiting team will have 1st possession and alternating thereafter.  (3rd – 7/8th) Jump ball at start of game with alternating possessions for jump balls and to start the other quarters.
  • Overtime: periods will be 3 minutes.  Jump ball will start all overtimes.  One time-out per overtime period. (NO time-outs may be carried over from regular play).  Full court press is allowed in 5th and higher grades.  If the game remains in a tie after 2 overtimes game will go to Sudden Death. Both teams will be told and the next team to score wins (This includes free throws). A jump ball will start this overtime period. The overtime period will last for 3 min.  
  • Turning score off: A coach that wishes to concede a game may request to have the score turned off, but the game will continue for the remainder of the game. No Book will not be kept – only time-outs
  • Full court press: Allowed only in the 2nd half of the 5th and 6th grade games.  Allowed the entire game for 7th and 8th grades.  If caught pressing when not permitted in 5th and 6th grade games or at any time during the 3rd and 4th grade games, the team will be given two warnings.  If caught a 3rd time, the other team will be given a shooting technical and possession of the ball. 
  • Slaughter Rule: 3rd - 7/8th grades, if a team has a 20 point or greater lead, they will not be allowed to press full or half court, no fast breaks will be allowed and they must remain inside the 3 point line on defense.
  • For 3rd and 4th grade games – Within the last minute of the game (1:00 minute or less) if a timeout is called by the offensive team the ball must be put in play in the front court; foul line extended. Ball must be inbounded in the front court and cannot be thrown into the back court.
  • Home team chooses court, switch sides at half time. Teams should warm up on the opposite side of their bench.
  • Only the head coach may approach the timekeeper or scorekeeper once the game has started
  • Only the Head Coach may stand during the game
  • Only the Head Coach may approach a referee during the game
  • If a Head Coach receives a technical foul he or she is to remain seated for the remainder of the game. The Assistant Coach is not allowed to stand either.
  • Coaches must attempt to control rude, unsportsmanlike fans, parents, etc. No profanity will be allowed at any time from players, coaches or spectators.  Code of Conduct will apply
  • No one but players from the game in progress will be allowed on the court between games or quarters. (NO ONE from the stands is to be shooting balls at this time)
  • All teams should arrive and be prepared to play 30 minutes ahead of schedule.
  • Players may be moved up ONLY if there are 6 or less on that team the night of play.If players are pulled up, there will be a maximum of 8 players allowed.If a player is being pulled up to play they cannot play on 2 teams the same grade on the same day.  For example - if a school has two 4th grade boys teams a 3rd grade boy cannot be pulled up to play on both teams. A player may play in more than 2 games per day can only play in 2 counting games.
  • Draft Rules: In the event of a school having more than one team per grade a draft will be held to determine rosters. A draft day will be announced by the County Director to conduct the draft.  The County Director and a member(s) of the Board will be present at the meeting. Each Director should prepare the following information for the draft day:
    • Establish head coach of each team, assistant coaches will be determined after the draft.
    • The first player added to each of the team’s roster will be child of the head coach.
    • A panel should rank and pair players in the following order based on ability.
      • Top 2 players Labeled (A)
      • Next 2 players labeled (B), and so on until all players are ranked
    • A coin toss will be held to determine which team will receive the first draft pick.
    • The top 2 players Labeled A will be placed in a hat and the Director will draw out one player to be assigned to the team winning the coin toss.  The remaining player A will be assigned to the team losing the coin toss.
    • The next 2 players labeled B will be placed in a hat and assigned to teams following the procedure for Players A above.  The remaining players will be assigned in similar fashion.
    • In the event we have an odd number of players, the last player will be assigned to the team winning the coin toss.
    • Once all players are assigned, the head coach will pick assistant coaches from the parents of the players on his team.
  • In the event a school doesn’t have enough for a team vs. a school with an eligible team. The following rules will apply to that game: Games will be non-counting for standings the school with the eligible team will receive a win by forfeit in the standings.
    •  To allow all teams to play, a game will be scheduled for the school with an eligible team.  The game could be scheduled against an upper or lower grade team. During this game the highest level team rules will be played (excluding goal height teams will play their normal goal height). For example Forbush has a 3rd Grade Girls team and Fall Creeks does not.  Forbush 3rd Grade Girls will play Fall Creek 4th Grade Girls using the 4th Grade Rules.  Scores should be submitted for this game with a note of the different grades.
  • Coach Passes:  limit of 2 per team (Head Coach and Assistant Coach). Must show at gate for free entry.
  • Complete rosters and number of teams (K-6th Grade) should be submitted to Justin Shore Justin.marvinsgaragedoors@gmail.com and ycrecbasketball@gmail.com on or before November 2nd for number of teams and November 9th for rosters. 7/8 Grade roster date to be determined by the Yadkin County Recreation Basketball Board once school team tryouts have concluded. Each School is responsible for providing a complete roster including players full name and jersey number to scorekeeper on game day for all teams 3rd and up.
  • Player Eligibility:  a player must play for the school they attend. If a child is home schooled, attends a private school, or attends a school out of the county, eligibility will be based on their home address in which they would have been screened for Kindergarten. Board of Directors reserve the right to make a case-by-case decision on player eligibility based on extenuating circumstances.
  • Practice – If Yadkin County Schools close or dismiss early due to inclement weather teams are not allowed to practice. This includes practicing at other locations. If this occurs on a Friday, a decision will be made regarding play on Saturday.
  • Standings: will be kept and seeded for tournament play. Home team director will e-mail all scores to Justin Shore, Basketball Director Justin.marvinsgaragedoors@gmail.com and ycrecbasketball@gmail.com  Scores should be submitted AS soon as possible but no later than Sunday 6:00 p.m. following games. Each home school will be responsible for maintaining the official book at the score table.
  • Admission: $3.00 (Kindergarten and up) no senior cards will be accepted
  • Post Season Tournament: Participation is required for each team (3rd – 7/8th)

  • Officials: Each school will be responsible for booking officials for home games. Officials must be certified officials.
