Important Update: New US Soccer Referee Protection Policy

Effective March 1, 2025

US Soccer has introduced significant updates to Policy 531-9, which outlines disciplinary actions for misconduct toward referees by registered participants, including players, coaches, and team officials.

These changes apply to all WCOSA-sanctioned matches.


Stronger Penalties for Referee Misconduct

  • Minimum penalties have been substantially increased
  • Minor Referee Multiplier: Penalties are tripled for misconduct directed at referees under the age of 18
  • A new category, Gross Misconduct, includes:
    • Insulting
    • Belittling
    • Insinuating
    • Taunting behavior that undermines referee authority

Spectator Misconduct Now Enforced

As of April 4, 2025, WCOSA has adopted a Spectator Misconduct Policy that applies the same minimum penalties outlined in US Soccer Policy 531-9 to spectators at all WCOSA-sanctioned events.


Handling of Misconduct Reports

  • Regular Season Matches: Incidents will be initially managed between the two clubs involved according to WCOSA League Rules. WCOSA will provide support and oversight as needed.
  • WCOSA Cup Matches: All incidents will be handled directly by WCOSA in accordance with established League Rules.

Referees are essential to the integrity of the game. Abuse or misconduct — in any form — will not be tolerated.
