League Rules & Regulations(2026 WINTER youth Indoor tournament:january 18 2026-MARCH 15 2026)

  1. League enrollment fee is $700(all included, yes includes referee fees). Deadline is December 19th. Games are on every Sunday between 11AM and 6PM in Richmond.

  2. The game is 25 mins per half time with 5 mins break in between of total 55 mins for U11 games. 20 mins per half time with 5 mins break in between of total 45 mins for U9 games.

  3. U11 will play different teams the whole season. U9 will play almost 2 routations of games. Each team plays 8 games in total.

  4. There are no sliding tackles and the rest of the rules follow most updated FIFA official rules. 

  5. All teams are strongly recommended to purchase gears, equipments, supplies and services from league official sponsors. So that the league sponsors could return more favours for teams and participants.

  6. No show team is consider as a 0-3 loss. 
  • Initial Fine: A team that fails to show for a scheduled game is typically assessed a $250 fine for the first offense. 
  • Subsequent Offenses: For a second or subsequent no-show, the fine often doubles to $500.
  • No Refunds: Teams that fail to appear for tournament matches are generally ineligible for a refund of their entry fees.
  1. Full registrations with full names and a clear face photo(prefer a selfie) are optional for youth players. It would be great to have at least the uniform number along with a first or nick name so that the players can run for individual prizes.

  2. Match rules in details: 
  • Number of Players: A match is played by two teams, each with not more than five players (one goalkeeper included). A minimum of four players is needed to start or continue a match, otherwise, it's a forfeit.
  • Substitutions: Substitutions are generally unlimited and "on the fly," meaning the substitute can enter the field as the player leaves, usually within the bench area or a designated restart line.
  • Duration of Match: Games can vary but often consist of two 25-minute halves with a brief half-time interval. The clock typically stops during all stoppages in the final minute of each half if the score difference is two goals or less.
  • Ball Out of Play: The ball is out of play if it crosses over sidelines, hits the ceiling, or gets stuck in the netting. A throw-in is awarded for balls going out over the sideline, and a goal kick or corner kick for endline infractions.
  • No Offside Rule: No offside rule applies due to the smaller field size. 
  • Fouls and Misconduct: Slide tackling is strictly prohibited for safety reasons and results in a free kick. Goalkeepers may not handle the ball if it is deliberately passed back to them by a teammate's foot.
  • Equipment: Players must wear shin guards, and all jewelry (necklaces, rings, earrings, etc.) is forbidden and must be removed. Pockets in shorts or shirts are also not allowed.
  • Restarts: On any restart, the team has five seconds to play the ball. Failure to do so may result in a technical penalty and possession turnover. 

3. For this season, U11 is for boys who were born in between 2015 and 2017. U9 is for boys who were born in between 2017 and 2019. Girls can be maximum 2 years over the requirment, so girls who were born in 2013 still can join U11. Girls who were born in 2015 can join U9.
