The Hoop State League Rules

 

  1. League Format
    1. The league will consist of three stages: Preseason, Regular Season, and Post Season
      1. Preseason - The teams that applied will get 1-2 preseason games the week before the season starts.
      2. Regular Season - All teams will play 16 regular season games.
      3. Post Season - The league will host a “Selection Show” which chooses the top fourteen (14) teams in the league. The selections will be based on record, strength of schedule, and quality wins (just like college basketball.) The 8 teams not chosen will not be given a chance to play in the playoffs.

 

  1. Equipment
    1. Each team must wear a jersey (t-shirt) of the same color to games, teams who fail to do will face penalty. See below.
    2. Any team who has players not wearing a t-shirt will face a team technical foul and player technical fouls for each player not wearing one.

 

  1. Roster and Players
    1. Each roster must be filled with a minimum of four (4) players and a maximum of six (6) players.
    2. Free Agent Signings: Free agent signings are allowed through the season up until the signing deadline, June 1st. All signings must be sent to the league commissioner (@peakcitybasketball on instagram) and will be approved within three days.
    3. Trades: Trades are allowed before and throughout the season up until the trade deadline, June 20th. No draft picks can be traded and all trades must go through the commissioner as well. There will be no stacking teams through trades.
    4. Any team that plays with players not on their roster that’s held by the commissioner will be disqualified from postseason play, no matter the circumstances.

 

  1. Game Time
    1. All games will start at the scheduled time.
      1. If a team has three players present at the start time, the game must begin.
      2. If a team doesn’t have three players ten minutes past the game start time they will be DISQUALIFIED FROM THE LEAGUE ENTIRELY.
    2. Games will consist of two of two 20 minute halves.
    3. The clock will be running time except:
      1. The final 2 minutes of the second half (unless a team is ahead by 20 points or more)
      2. An injury occurs that requires stoppage of the game for longer than a normal stoppage (this is up to the officials’ judgment)
      3. A time out is called
    4. If teams are tied at the end of regulation, a two minute overtime period will be played
      1. In overtime, the clock stops during the final 30 seconds
    5. If teams are tied at the end of the first overtime, they must play a sudden death overtime (first point wins). This is during the regular season. During the post season, another overtime will continue to be played until a winner is found.

 

  1. Official Score and Score Keeper
    1. Team captains must help fill out the scorebook prior to each games with each teams player names, first and last.
    2. The scorebook kept by the official scorekeeper is the official score and stats of the game, NO CORRECTIONS WILL BE MADE!
    3. Any player who checks into the game and is not in the scorebook will be given a technical foul.

 

  1. Jump Ball
    1. Every game and overtime period will start with a jump ball.
    2. Any jump ball made during the game will be given by alternating possessions between teams.

 

  1.     VII. Timeouts
    1. Each team will be given two 1-minute timeouts per half
    2. Timeouts do not carry over to the next half
    3. If overtime is played, each team will be given 1 timeout.

 

  1.     VIII. Fouls
    1. Any player who is assessed with FOUR (4) personal fouls will be fouled out.
    2. A technical foul counts as a personal foul.
    3. Technical Fouls:
      1. All technical fouls will result in two foul shots and the ball at mid-court for the opposing team.
      2. Any players who receive two technical fouls in a game will be ejected.
      3. Any player who receives ten technical fouls over the season will be removed from the league.
      4. Flagrant Foul: Flagrant fouls are granted if something is savage or if a punch is thrown, if this happens the player is given a technical foul and immediately ejected.

 

  1. Officials
    1. All officials will not be hired. They are other players of the league volunteering to referee games fairly.
      1. If a team is harassing an official, the official holds the right to assess technical fouls or require the team to forfeit.
      2. If a certain official is unfair, please report it to the league commissioner.

 

  1. Rules not Listed
    1. Any rules not listed should follow the local area high school rules.

 

SCHEDULE AND STANDINGS: All schedules and standings will be posted on the league website - leagues.teamlinkt.com/thehoopstateleague/

 

WEATHER: Games cancelled by inclement weather will be rescheduled.

 

CHAMPIONS: Champions shall receive Champions T-shirts and a trophy if fees are paid once the tournament starts.
