2020 DRAFT RULES

 

 

 

1)  DIVISION DRAFT ELIGIBILITY. 

The Board is enforcing Pony’s age guidelines with respect to placement in a particular division (i.e. Pinto v. Mustang v. Bronco) absent an exceptional safety risk as determined by the respective Playing Agents and Division Representatives.Playing Members shall only be allowed to assess in the division in which they are age eligible pursuant to Pony’s age guidelines.All exceptions to Pony’s age guidelines shall be determined before the drafts of each respective division.

 

2)  ASSESSMENT.  All players MUST attend a skills assessment prior to the draft. An assessment must consist of: fly balls, grounders, hitting, and pitching (not Pinto) for ALL divisions except Shetland (in the presence of at least 50% of managers).  Playing Members that fail to assess at either the official or make-up assessment risk not being drafted or placed on any given team (at the sole discretion of the respective Division Representative, Player Agent or Board). 

 

3) PLAYER DETERMINATION. The Player Agent, with the assistance of the Division Representative, shall have the responsibility to assure a balanced and fair draft. Information shared at the draft and the actual draft order shall be confidential.  The draft will be conducted as follows in all divisions except Shetland:

  • Player Members are ranked by the Division Representative and Player Agent, whom have final ruling on Player Member placement, after receiving opinions of assessments from managers.
  • The Player Agent shall provide to all managers, for fairness purposes, a composite score or other ranking system of Playing Members in order of ranking (1-X) after considering opinions of assessments from managers.
  • Numbers are to be to be drawn by managers to determine draft order (trades before the draft are subject to approval of the Player Agent).
  • The draft is conducted by all managers as supervised by the Player Agent, Division Representative and any Board member approved by the President.
  • Trades after the draft shall be subject to approval by the Play Agent.

 

4)  SNAKE DRAFT.  Managers shall draft in rotation starting from lowest number to the highest number.  The next round will start from highest and proceed to lowest.  This pattern is to continue until the last round. If there are insufficient players available to fully draft in the last round, then the team that picked first in the first round will begin the selection of Playing Members in the final round first and so on.   


            Example (5 team league):

5)  MANAGER SELECTION.  It is desirable that the manager of a team must have at least one-year experience coaching in the division.  The Division Representative will select managers using the following factors, which are listed in no particular order:

  • Playing Member that is in 2nd year in the division
  • Returning Spring or Winter manager
  • Returning Spring or Winter coach
  • Current board member
  • Consecutive years of service to league as a manager or coach
  • Experience coaching/managing outside of Tecolote


NOTE:  All managers are subject to Board confirmation.

 

6)  PLAYER OPTION: The league will allow a player option for both the manager and one coach’s son(s), daughter(s), sibling(s), grandchildren and/or other appropriate relative(s) or household member(s), prior to assessments, as determined by the Division Representative. The player option(s) shall attend the skills assessment and be rated by the managers. Prior to the draft, the Division Representative and Player Agent shall determine the round the player option will be selected in, and while manager input may be solicited, the Player Agent has the final decision. Player options shall be assigned to the team in the designated round as determined by the Player Agent. Each team may have one manager and one coach prior to the draft ONLY. Under no circumstances can two 1st round Playing Members be optioned without Board approval.  Every effort will be taken to make the placement of Playing Members to be consistent with the opinion of a majority of the managers.

 

7)  FAMILIES and SAME HOUSEHOLDS.  All Playing Members will be drafted. In the case of player options, siblings, or other household members eligible for the draft; these Playing Members are to be placed on the same team by parent request).  The Player Agent, Division Representative, and the managers will determine how many rounds apart these Playing Members should be drafted in; with the Player Agent having the final decision in the matter. When one of these players is drafted, the other player will be placed in the appropriate round with the same team as finalized by the Player Agent. 
 

If a manager has more than one player option placed on his/her team for any reason; the Player Agent shall attempt to balance the teams. This shall include but is not limited to losing a pick in any given round, moving the pick to the end of the round or any other reasonable remedy. The Player Agent can try to accommodate special requests listed on the registration form; however, there has no obligation to honor these requests.

 

8)  ANNUAL DRAFTS.  All players are to be re-drafted each year.

 

9) DRAFT ATTENDANCE.  A coach is permitted to attend the draft with their manager, but the managers must make draft selections.  All trades must be completed in the time allotted by the Player Agent prior to draft meeting adjournment and be subject to approval of the Player Agent.
