  1. Past President’s Report  - Tom President since 2015.  Thank you to Heather who has kept the league running and done all the behind the scenes work to keep the league functioning.  Tom spoke of a coach he had – Ed Wilson, and instilling in Tom the values of committing to player growth and development and volunteerism.  Tom emphasized the importance of playing the game and developing all players on the team regardless of their skill level, this changes players lives.  Tom spoke of the importance of ensuring everyone on the team is included and plays.

  1. Umpire Report

Warren Burrell – Zone 4 Umpire in Chief

Check out the Baseball Sask site for more clinics and to register.

Goal is to get registered umps as much as possible.  There were several issues with inexperienced umpires last season.  It is very important that each community has trained umpires to make the season more enjoyable.  Dates for clinics will be posted on the website.  Baseball Sask also has clinic dates and information on their website.

  1. Rule Changes:

11U AA Tier2 and Lower Divisions Only– Regardless of what base a runner is on, they can only score (come home) on a hit ball in the ensuing live play or be walked home on a base on balls. Ex) Once a runner assumes possession of 1st, 2nd or 3rd base, the only way they can score is from a hit ball and the ensuing live play or a base on balls with the bases loaded. A player may still score on an overthrow if the sequence of play started with a batted ball. However, if no hit ball occurs, runners cannot score on an overthrow, passed ball, runner getting into the hot box, throw from catcher to pitcher, or a throw from the catcher on an attempt to throw out a runner stealing a base. (2024)

Pitch Count Rules have change: https://www.baseballsask.ca/player-programs/pitch-count

  • Note After May 31 pitch count rules change – see link above

  1. New Bat Rules

11U (All Categories)

32” Long, 2-3/4” diam, Taped 16”, No maximum length-weight differential

13U (All Categories)

Only bats with a maximum diameter barrel of 2-3/4 inches

(i) a 1.15 BPF (Bat Performance Factor) or (ii) USA Baseball Model is permitted.

maximum length-weight differential of minus 10.

15U (AA Tier 2 & Lower)

Only bats with a maximum diameter barrel of 2-3/4 inches

(i) a 1.15 BPF (Bat Performance Factor) or (ii) USA Baseball Model is permitted.

maximum length-weight differential of minus 5. (New in 2024)

18U

Metal bats with BBCOR -3 differential or wood bats, bamboo bats and wood composite bats will be allowed. Wood composite bats include wood bats with fibreglass sheathing and wood barrelled bats with composite handles. Wood composite bats do not include any bat that has any metallic component.

NOTE: Females playing in 18U are permitted to follow the 19U/Senior Women bat rules.

(There is a safety concern when a 15U player uses a bat with greater differential which can lead to injury of defensive players.  This is due to the ball coming off the bat faster.)

Coaches should not leave that up to the umpire.  Coaches must be checking the bat.

If you cannot read the numbers, the bat is illegal.

If playing down must use bat specific to their own age group. ie. A 16 year old playing 15U must follow the 18U guidelines.
