A. Must be of Filipino heritage with one of the parents of Filipino ancestry, or any one of his/her grandparents of Filipino ancestry in order to participate in Basketball & Volleyball. As an addition to participation in Volleyball, they may also be of an Asian heritage with one of the parents of Asian ancestry, or by any one of his/her grandparents of Asian ancestry in order to participate. i.e: If the grandparent holds the filipino/asian heritage, you must provide their proof of documents to show the lineage. Any doubt under this provision that results in a challenge from the opposing team shall require the player in question to present his/her proof of Filipino heritage, or Asian heritage for Volleyball in order to continue to play.
B. In order to determine a player’s qualification, they will need to be accredited during registration process before the tournament begins using the following for proof of identity, lineage & date of birth: one (1) most recent photo (cannot use ID photos), at least one (1) non photo document, at least one (1) photo ID document:
1. Non-Photo Documents: Showing origin place of birth & birth date. a. Birth Certificate: If the player’s birth certificate does not show proof of lineage, they must also provide their parent(s) or grandparent(s) as additional documentation. b. School/Medical documents: showing proof of heritage within lineage, provided it has a date of birth and parent(s) names listed on documents. This can only be used for minors 18 years old & under.
2. Unexpired Photo documents: Passport, Passport ID, Driver’s License, State ID, or Military ID. If a player does not have any of the following, they must submit a request to the Accreditation team for an alternative photo ID document to be used.
3. Most recent Photo of player in a form of a headshot only; May not use photo from any used document including government passport and government ID.
4. If a player needs to submit another form of proof for qualification, the City Director must consult during the registration process & must be approved by a Board of Director who is not associated with the respective city
For Volleyball player’s eligibility: Women’s Volleyball will allow two (2) transwomen on a team to play if proper legal documents (gender change indicated) are submitted along with player registration. a. COED Volleyball will allow one (1) transwoman on a team to play if proper legal documents (gender change indicated) are submitted along with player registration.
C. In any case of eligibility protest during the tournament, the player must be prepared to provide any proof of documentation to show their eligibility to play based on what is being protested and what was required during registration in accordance with Bylaws Article IV Section 5 and Section 9.
D. Naturalized Filipino Citizen for Basketball & Volleyball; Naturalized Asian Citizen for Volleyball will be allowed to play.
E. A player can ONLY play for one (1) city. No city double dipping is allowed for both basketball and volleyball.
F. A player must play at least one (1) game on day 1 to be eligible to play in the playoffs and finals on day 2 following a two-day tournament format.
G. A player must properly pass the accreditation process in order to play in the tournament.
H. If a player is invited to participate with a PASA city/region, but resides within a different PASA city/region, the inviting City Director must coordinate and get approval from the residing City Director in order for that player to be added on the team roster for participation. The residing City Director has first priority to invite the player if they offer the same division they are being invited to participate in. If the player declines the invite to participate, the decision is left up to the residing City Director if the player will be allowed to participate under the inviting City Director.
