What is a Team Representative?

Each team appoints a Team Representative who becomes a voting member of the League’s Board of Directors. The Board elects an Executive Committee to act on behalf of the Board and the League. Besides representing their teams, Team Representatives work together as a governing body to maintain the quality of League play. A Team Representative is the sole contact between the team and Executive Committee.


The following is a checklist of important dates and assignments for Team Representatives
arranged in chronological order.



Spring Meeting
  • This meeting is held after the year-end tournament where members discuss items from the past season and begin planning for the next season.
  • Before meeting, the League President will solicit Team Representatives for items to discuss.
  • Nominations and the election of Executive Committee officers are conducted.
  • The Scheduler issues instructions for preparing next season’s schedule.


Scheduling
  • The Scheduler will notify Team Representatives when the USHL Junior schedule is released. Teams must submit their required number of available home dates to the Scheduler no later than 15 days after notification.
  • The home team must decide who plays first - Varsity or Jr. Varsity - prior to finalization of the schedule. 
  • Drafts of a schedule will be issued and reworked until a final schedule is complete before the fall meeting.


Fall Meeting

  • This meeting is held before the start of the season to discuss old and new business.
  • Before meeting, the League President will solicit Team Representatives for items to discuss.


Enforcement of Off-Ice Penalties

  • Enforcement of off-ice penalties begins September 1 and is effective through the dates of USA Hockey America’s High School Showcase and USA Hockey High School Nationals.


Preseason

  • All teams and players must be registered with USA Hockey in accordance with rules established by USA Hockey and the Registrar of the Mid-West Affiliate before engaging in any on-ice activities.
  • Team Representatives are responsible for reporting any major aggressive infractions, fighting majors, or match penalties incurred by a player during preseason, or any non-League play, to the Commissioner.
  • Submit a complete roster for creating Game-Day Rosters to post on the League website. These rosters are for the home team to print and distribute on game day. Include player’s name, height, weight, position, grade in school and name of school. Also list coaching staff and any other team personnel. (Can be submitted in any format.)


Junior & Tier 1 Participation

  • Players can practice and participate in games with a Junior or Tier I (18U, 16U & 14U) team up to November 15 and after the Varsity year-end tournament without coach approval.
  • With coach approval, a player can practice on an unlimited basis and participate in a maximum of 10 games during the MHSHL season.
  • The Team Representative will be responsible for reporting player names and number of Junior or
  • Tier I (18U, 16U & 14U) games to the Commissioner. 


League Dues

  • League dues must be paid in full by November 1.

Carryover Suspensions

  • Teams are notified by the Commissioner if any players or coaches are serving carryover suspensions from the previous season.
  • Players with carryover suspensions can play in preseason games. Suspensions must be served during MHSHL regular-season games. 

Due Before the First Regular-Season Game

  • USA Hockey team rosters must be delivered to the Commissioner prior to the 1st regular-season game. (During the season the Commissioner should receive an updated roster if there are any changes.)
  • Ensure all coaches have completed the required level of coaching certification, background screening, and the biennial Safe Sport Training.
  • Submit player Protected List to the Commissioner. Protected players are ineligible to participate in Jr. Varsity games.
  • Report each player’s academic and disciplinary eligibility to the Commissioner.

During the Regular Season

  • Comply with state concussion laws regarding high school interscholastic athletics.
  • A team can reverse the order of a pair of Varsity/Jr. Varsity games only once during the regular season. Change can be made only if agreed upon by both Team Representatives. The home team must notify the League Scheduler, Referee-In-Chief and Pointstreak League Administrator of the change.
  • Track the number of games needed for players to qualify for the Jr. Varsity year-end tournament.
  • Track the number of goaltender minutes needed to qualify for the Jr. Varsity year-end tournament.
  • Track the number of Varsity and Jr. Varsity goaltender minutes needed to qualify for a Silver Glove award.

Home Games

  • Arrange for off-ice officials: timekeeper, scorekeeper, two penalty box officials and a person to escort players to the locker room if ejected during the game.
  • On-ice officials are assigned by the League Referee-in-Chief or an appointee of the Referee-in-Chief.
  • Be ready to pay on-ice officials at the completion of games.
  • Arrange for medical personnel with a rank of EMT-B, or above, for both the Varsity and JV games. The home team should make known to the visiting team who and where this medical personnel is stationed.
  • If alcohol is served at the arena during League games a uniformed police officer or uniformed security officer must be present.
  • The home team is responsible to ensure that regular-season and year-end tournament games are video recorded.
  • Ensure that Pointstreak scoring devices are in working order and scorekeepers are trained.
  • Predetermine how to accommodate the visiting team if they plan to webcast the game.
  • If the visiting team has one or more female skaters, the home team needs to provide separate locker room facilities.
  • In addition to game pucks, the home team needs to supply 25 pucks during warm-up for both the home and visiting Varsity and JV teams.
  • Collect home and away rosters of players suiting for the game. Rosters should indicate temporary jersey changes and note any suspended players. Varsity rosters should indicate the starting lineup.
  • The National Anthem must be played prior to the first period of all regular-season Varsity games.
  • The official scorekeeper should ensure that the final Pointstreak gamesheet is complete and accurate.  Signing off on the gamesheet by the referee and a team official is no longer required. If errors are found after the game is complete, contact the Poinstreak League Administrator. Assists or goaltender saves cannot be added after the game is complete.

Away Games

  • Provide the scorekeeper with a roster of players suiting for the game. Indicate temporary jersey changes and note any suspended players. Varsity rosters should indicate the starting lineup..
  • If your Team Representative will not be in the visiting team’s penalty box appoint a volunteer.

Protected List Frozen

  • The protected list is frozen after teams complete 40% (13 games) of the regular-season games.
  • A team can make only 1 change to the protected list between the 1st regular-season game and prior to the 40% mark (13 games).


Roster Frozen

  • Team rosters are frozen December 31.


Midseason

  • Provide a statement of each player’s academic and disciplinary eligibility to the Commissioner.


All-Star, All-League & Coach-of-the-Year Voting

  • Voting for All-Stars, All-League, and Coach-of-the-Year begins early in February.


Varsity Year-End Tournament

  • The top 8 teams qualify for the year-end tournament. Teams will receive a bracket and first-round game times no later than Monday before the tournament.


Jr. Varsity Year-End Tournament

  • The top 8 teams qualify for the year-end tournament. Teams will receive a bracket and first-round game times no later than Monday before the tournament.
  • Players must have played in 60% (20 games) of their team’s regular-season Jr. Varsity games to be eligible to participate in the Jr. Varsity year-end tournament. Exception: If a player cannot participate in the required number of games due to injury, the Team Representative can submit medical records and a written request to the Commissioner for a waiver.
  • Goaltenders that were in net for more Varsity game minutes than Jr. Varsity game minutes are ineligible to participate in the Jr. Varsity year-end tournament.
  • Any player who finishes the regular season in the top-25 Varsity scoring list is ineligible to participate in the Jr. Varsity year-end tournament.
  • Any player selected as an All-Star is ineligible to participate in the Jr. Varsity year-end tournament.
