Rules and Guidelines
The Federal League is a Milton softball league operating with the Town of Milton and community permits. We are a deep Fall League. The season can, and will, run into November, until nearly Thanksgiving, should your team advance in playoffs.
Eligibility
Residency: Players on team’s roster must reside in Milton.
Exception #1: Returning players who have been grandfathered
Exception #2: New for 2025: Prospective new players who grew up in Milton and/or graduated from Milton High --or-- someone who can demonstrate they lived in Milton for 10+years, previously. The prospective new player MUST provide proof of previous Milton residency in order to play. It is NOT the onus of the League to research the player.
Please don’t try to skirt this rule as it's our mandate, as a Milton community organization.
Age: Players on teams’ roster must be 40 years old. Full stop.
Equipment
Wood bats only. No composite or other type of non-wood bats.
No metal spike cleats. Cleats are highly recommended.
Registration and Team Rosters
Players must register before playing.
Team rosters are capped at 21 players
Player registration closes after the 2nd week of games.
Games
Eight players are needed to start a game.
Fill-in players from other teams in the league are permissible, as long as the opponent's manager agrees on the player. Substitute players cannot pitch or play shortstop and must bat last. Substitute players can bring the roster for the game up to 9 players, no more.
Game is official after 5 innings, or 4 ½ if the home team in winning. If the game is called while in progress, prior to becoming official, the entire game will be rescheduled and the game will begin from the 1st inning (a new game will be played).
Games are 7 innings scheduled for 90 minutes.
Extra Innings. Starting in the 8th inning, the "automatic runner" or "ghost runner" rule will be in effect. Each half-inning begins with a runner placed on second base. This runner is the player who made the last out in the previous inning. Regular season games may end in a draw if the game continues for too long. No draws in the playoffs.
Games must end at 10.00PM and lights shut off at Gio/Gile.
Mercy rule: A team that is ahead by 15 runs AFTER 5 FULL or 12 runs AFTER 6 FULL innings is declared the winner (4 ½ or 5 ½ if home team is ahead by 15 or 12, respectively). If a visiting team gains a lead of 15 or more runs in the top half of the 5th or 12 runs in the top half of the 6th or 7th, the inning will continue uninterrupted, and the home team has an opportunity to close the lead or win the game (in the 7th).
Unless the batting order has more than 10 batters, players who play the field must also bat in the game. Similarly, a player may DH if there are enough players to field all positions.
Pinch runner substitutions are permissible. The last player who made an out can pinch run for a baserunner.
The walking path in left field is out of play. A fair ball that travels to the path is an automatic double. A fair ball that reaches the fence of the batting cages is in play. In right field, past the fence and/or on the hill is out of play.
Home Team
Home team takes the 3rd base dugout.
Home teams are responsible for placing bases before the early game AND storing the base tops in the shed, and locking shed, after the late game.
Home teams are responsible for turning on the lights before the early game AND turning off the lights after the late game (if called upon, as the lights are controlled by a schedule since 2024).
Playoffs
All teams are in the playoffs.
Team members must be registered and have played in three (3) regular season games to be eligible for playoffs.
