SOUTHFORK SLOWPITCH
ADOPTED FOR 2021 SOUTHFORK SLOWPITCH SUMMER LEAGUE
ALL PLAYERS MUST COMPLETE A RELEASE AND WAIVER OF LIABILITY, ASSUMPTION OF RISK AND INDEMNITY AGREEMENT (2021 Season – Designated as a blue form)
HB Comm Rec Sort LLC dba Southfork Slowpitch (Referred in the remainder of this document as Southfork Slowpitch) is an amateur recreation softball league. This league is an ASA affiliated slow pitch softball league. Games will be umpired by ASA certified umpires, under ASA league sanctioned rules. that may take the place of ASA league rules are listed below as part of the Southfork Slowpitch League Rules will be observed by the umpires as follows:
ARTICLE 1- Fields
A- RCE – Red Creek East. Located at 102 Old Riverhead Road, Hampton Bays.
B- RCW – Red Creek Week. Located at 102 Old Riverhead Road, Hampton Bays.
C- STOT 1 - Stotzky Park. Located
D- STOT 2 - Stotzky Park. Located
ARTICLE 2 - Game Time
A- Game time, is the time designated on the schedule portion of this website, or on any paper schedule that the Commissioner hands out.
B- Forfeit time is 15 minutes after game time.
C-In the event a team forfeits game 1. They must have a team at the field by the schedule game time for the second game in order to play the second game. If you cannot field a team for the second game it is deemed a forfeit as well.
ARTICLE 3 - Mercy Rule
20 After 4 innings. Home Team must get 4 turns at-bat if losing.
15 After 5 innings. Home Team must get 4 turns at-bat if losing.
ARTICLE 4 - Pitch Count
A- We start with a 1 and 1 count.
B- Batters get the extra foul.
ARTICLE 5 - Homerun Rule
A- Teams are allowed to hit five (5) Home Runs as defined on page 123 of the ASA Participant Manual Official Rules of Softball.
B- Balls that would be considered Home Runs, in accordance with the ASA definition, that are hit after five (5), for an additional total of three (3) will be designated as singles.
C- Any ball that would be considered a Home Run, in accordance with the ASA definition, hit after the additional single allotment, while be designated as an out.
D-Teams are expected to dispatch a player from their team, upon the home run hitter clearing the bases paths. In the event that the umpire, utilizing his discretion, feels that a team is unnecessarily delaying in retrieving a homerun ball, he may award the pitcher with an automatic strike, toward the pitch count of the next batter. He may continue in the practice until he is satisfied the team is recovering the ball.
Umpires are to utilize only two new balls per game, absent catastrophic damage to the ball. Umpire’s discretion.
E- We run home runs out in this league.
ARTICLE 6- Bat Rules
A- Players must utilize bats from the pre-approved Southfork Slowpitch league bat list. This bat list hangs in both the East and West Field Booths at Red Creek Park. It can also be accessed via mobile device on the league website www.southforkslowpitch.org.
B- Umpires will inspect bats prior to the start of play. If an umpire deems the bat is not suitable for play due to the fact that it is not on the approved bat list, or for another factor, to include but not be limited to the bat being in an altered condition. The bat will be removed from the dugout.
C- Players found using an illegal bat will be ejected from the current game. (SEE EJECTED PLAYER RULES).
D- If a team utilizes a second illegal or banned bat during the game. They game will be ruled as terminated, at the umpire’s discretion. The offending team being will be credited with the lose. With a reflecting score of 15-0.
ARTICLE 7- Report Scores
- Managers are responsible to text the Commissioner with the results and score of each game.
ARTICLE 8- Pitching
A- This league recognizes a legal pitch as a pitch that reaches a perceptible arch reaching a minimum height of 6 feet, not exceeding 12 feet in height. (Umpire discretion).
B- This league utilizes a strike mat, which includes the plate. Any pitched ball deemed legal by the umpire that lands in this designated area shall be called a strike.
C- Pitchers may utilize an imaginary pitching box, which extends the width of the pitching rubber back six feet. A pitcher must have his pivot foot in the area for a pitch to be deemed legal. Umpire’s discretion.
ARTICLE 9- Uniforms
ARTICLE 10- Prohibited Behavior
A- ALCOHOL – Alcoholic beverages are not permitted on any field or at any complex. Any evidence of alcoholic beverages found on the field either during play, or left behind after play, will results in league sanctions.
B- THREATS AGAINST UMPIRE/OTHER PLAYER – If a player or a team threatens an umpire that person or team will be terminated from the league. Zero tolerance. No refunds.
C- FOUL LANGUAGE – Foul language will not be tolerated. If an umpire feels that a player or team is offensive. They will be ejected. If it continues, the umpire may forfeit the game, which may lead to the team being terminated from the league, with no refunds.
D- FIGHTING – If a player or a team engages in a physical altercation. The game is to be terminated with the instigating team forfeiting the game. A review of the information as collected and portrayed by league officials and umpires present will dictate the punishment to players and teams to include but not be limited to banishment. No refunds.
E- THROWING BATS – If the umpire deems you have thrown your bat in a matter that can be construed as reckless and/or dangerous. You may be ejected without warning.
F- FAKE TAGS – A fake tag is a prohibited action and a player may be ejected for doing same.
G- METAL SPIKES – Metal spikes are prohibited.
H- SMOKING RULE – Despite recent legislation allowing for recreational use of marijuana. The use of marijuana, smoking of marijuana either by vape device or rolling that fatty is prohibited on the field, in the dugout and in the area between the parking lot and the dugouts. What you do in your vehicles in subject to local town code. As of 4/17/2021, no policy is in place and smoking marijuana is still prohibited. In addition. Smoking cigarettes is banned from the field of play and the dug outs. Be mindful and respectful when smoke cigarettes outside of the dug out to others and your litter.
ARTICLE 11- Player Conduct
A- NO ALCOHOL – SEE LEAGUE RULE 10-A.
B- NO THREATENING UMPIRES/PLAYERS – SEE LEAGUE RULE 10-B.
C- NO FOUL LANGUAGE – SEE LEAGUE RULE 10-C.
D- NO FIGHTING – SEE LEAGUE RULES 10-D.
E- LITTERING – Be respectful and clean-up after yourselves upon conclusion of games.
F- Managers are responsible for the conduct of their players at the field. In order to keep this under control, all managers should advise their player that failure to follow the rules of good sportsmanship could result in them being suspended from the game or league.
G- Any player that pushes, shoves, or strikes another player or an umpire may be removed form the league for one-year. A notification to ASA will also be made and that player may be banned from additional ASA sanctioned events.
H- Should a player be ejected from a game, he/she must leave the field of play immediately or risk the chance of his/her team forfeiting the game. Umpires also have the authority to remove a player from the facility.
I– Southfork Slowpitch reserves the right to discipline any player for unsportsmanlike conduct. The league commissioners will convene an Ethics Board to rule on these incidents. Player will receive written notification of the findings.
ARTICLE 12- Rosters and Eligibility Issues
A- The Men’s Southfork Slowpitch Snowflake league Supports a 20 man roster format.
B- This is a designated men’s league. If a female plays in the league she must play under men’s league rules and utilize equipment designated by league.
C- Players must sign the team/waiver form in order to be allowed to play in the league.
D- This league is sponsored by the Town of Southampton which allows our league to utilize the fields, which they maintain, at a reduced cost to us. As such the league is designed for the enjoyment of the residents of Southampton Town. Teams with players residing outside of the Town of Southampton will be charged an additional $50.00, per non-resident player. No team should have more then five (5) non-resident players. (Additionally, if a player does not live in the Town of Southampton, but is employed primarily in the Town of Southampton, he/se shall meet this qualification).
E- Player must be 18 years or older.
F- Should a player’s ineligibility be questioned by an opposing manager, do not call the commissioners during the games. Please do the following:
i- The manager should go up to the umpire and explain that you want to challenge the player in question.
ii- Have the umpire I.D. the player for proof of identification (Driver’s License, or other legitimate photo ID).
iii- Inform the umpire you will be playing the game under protest. Then play the game.
iv- After the game be sure to follow the protest procedure as outline in the league rules.
v- If a team is found to be playing with an ineligible player the game well be awarded to the protesting team and deemed a forfeit, regardless of the score.
G- (REDACTED) 4/17/2021.
H- The commissioner and any manager or team captain, as designated to the Commissioner prior to the start of the season, may play for any team in the league if needed.
ARTICLE 13- General Game Play League Rules
ARTICLE 14- Rain Outs/Games Cancelled For Poor Field Conditions
Decisions as to whether or not a game will be rained-out or cancelled due to poor field conditions will be made by 5:00 PM on the date of the game. NO EXCEPTIONS. DO NOT CALL ME EARLIER AS YOU WILL BE TOLD THE DECISION WILL BE MADE AT 5:00 PM.
ARTICLE 15- Injuries
Injuries need to be report to the League Commissioner as soon as possible. Tim at 631-445-1217. Umpires must be notified at time injury.
ARTICLE 16- Courtesy Runners
A team may designate two players prior to the start of the game who will receive unlimited courtesy runners for the duration of the game.
That courtesy runner can be any rostered player from the bench. The runner may not be the same player more than once in an inning.
Violators of this rule will be called out.
Should and injury occur. Managers must meet with the umpire to discuss transfer of courtesy.
ARTICLE 17- Communication With The League
It is the responsibility of the manager to act as his team’s liaison with the league. Only complaints and questions posed by a manager will be addressed. Players need to make their manager aware of concerns about the league.
ARTICLE 18- Protest Procedure
For the purposes of the Southfork Slowpitch protests will be handled as follows:
SECTION I
There are three types of protests
Protests pertaining to misinterpretations of a play rule must be made as follows:
Protest must be made while illegal player is in the game and before the umpire leaves the playing field. Note “emergency subs” allowed pursuant to League Rule 12-J –vi, are not going to be classified as “Illegal Players.”
Protest can be made at any time. Eligibility of the player will be determined by the League Commissioners

SECTION 4
The manager, acting manager, or captain of the protesting team shall immediately notify the plate umpire that the game is being played under protest. The plate umpire shall in turn notify the opposing manager. To aid in the correct determination of the issue, all interested parties shall take notice of the information details, and conditions surrounding the decision to protest.

ARTICLE 19- League Format and Play-Off Format

ARTICLE 20- Home/Away Team Status
A- For the purpose of league games. Since you play the same opponent twice. You flip before game one, with the winner of the flip deciding Home/Away status for game 1. Game two will be the opposite Home/Away status from game one. In the event you are a playing single games against opponent it’s a coin toss.
ARTICLE 21- Refunds
ABSOLUTELY NO REFUNDS WILL BE ISSUED AFTER YOUR TEAM IS SCHEDULED TO PLAY. NO EXCEPTIONS.
ARTICLE 22- Penalty Matrix
A- If you are ejected for unsportsmanlike conduct. You are removed from the current game, and you can not play in the next game. Umpires need to make notification to the League Commissioner’s as soon as possible.
B- Ejections for unsportsmanlike conduct. Means the player will be removed from the current game and be ineligible to play in his team’s next game. League officials will post ejections on website.
C- Players who fail to leave the field quickly after being ejected will be suspended for an additional game for every 5 minutes he fails to leave the playing field.
D- Players ejected for using illegal bats will be removed from current game and suspended for the next team game.
i- Second Offense. Four game suspension
ii- Third Offense. Banned from league for rest of season.
E- Players ejected for threatening another player or an umpire. Suspended pending hearing in front of board of commissioners
ARTICLE 24- The League Commissioners Office
The League Commissioners Officer consist of:
The Commissioner’s Office has the final say on how the league runs. Actions may be taken outside of the leagues rules to ensure the betterment of the league. That decision will be made with every effort to secure the integrity of the league rules.
ARTICLE 25- The Designated Hitter Rule
This league allows the use of a Designated Hitter. The line-up may consist of 10 batting positions, with four additional optional EHs (Extra Hitters). The line-up may not have more then 14 batting slots.
A Designated Hitter hits in the place of a field. These players must be announced before the game. The DH player and his fielding counter-part are married for the game.
At any point during the game, the Field Player may hit in his spot in the order. However, after taking his place in the order, the designated hitter Is no longer available for the game.
ARTICLE 26 - In Game Injuries - Line-Up Effects
A- Should a player be injured in the game, he comes out of the game.
B- His spot in the order may be filled with a bench player.
C- If no bench player is available the line-up will be compressed.
ARTICLE 27 - Expansion of the Extra Hitter Rule
A- A team may bat 14 batters if they want. Meaning ten batters plus four EHs.
ARTICLE 28 - Play-Off Eligibility
Players must appear in 50% of a teams league games to be eligible for Play-Offs. Commissioner discretion will apply.
