Constitution Amendments
CMH has reviewed the current constitution and made the appropriate amendments. Amendments will be addressed at the upgoming AGM, date TBA. Please review and if you have any questions or concerns please plan to attend AGM to ask questions and discuss. Any emails prior to AGM regarding amendments will not be addressed.

Constitution Amendments August 2024
Objectives
2nd point current wording: To organize opportunities for children and youth to play in the category most appropriate for their age as defined by Hockey Canada, with those categories being Initiation, Novice, Atom, Peewee, Bantam, and Midget.
Proposed change: To organize opportunities for children and youth to play in the category most appropriate for their age as defined by Hockey Canada, with those categories being U7, U9, U11, U13, U15, and U18.
Reason for change: update age categories to align with Hockey Canada
Added Objectives

To maintain a grass roots hockey program within Hockey Sask and Hockey Canada where the focus is not on winning at all costs. Focus is on developing kids that will enjoy the game of hockey for a life time.

To develop an all welcoming, safe, and inclusive environment for all age groups. To promote team work, friendship, skill development, and life skills to shape them into being strong community members of the future.
ARTICLES
ARTICLE 1 DIRECTORS
1.a. Current wording: The Board of Directors shall consist of a Past President, President, Vice President, Secretary, Treasurer, Vice Treasurer, Donation Rep, and Equipment Manager. All elected Board of Directors positions are a two year term. Secretary, Donations Rep, and Equipment Manager positions will be elected every two years. Vice President and Vice Treasurer will be elected yearly, with the following year advancing to the President and Treasurer positions. Directors at Large include Team Coaches, Managers or Team Reps. Whose terms will retire at the end of the present season. Members at large maintain the right to vote, only if they have attended three consecutive meetings.
Proposed change: The Board of Directors shall consist of a President, Vice President, Secretary, Treasurer, Donation/Fundraiser Rep, Media Rep, Ref Coordinator, and Equipment Manager. All elected Board of Directors positions are a two year term. Secretary, Donations/Fundraiser Rep, Media Rep, Ref Coordinator and Equipment Manager positions will be elected every two years. Directors at Large include Team Coaches, Managers or Team Reps. Whose terms will retire at the end of the present season. Members at large maintain the right to vote, only if they have attended three consecutive meetings. Elections are to be held only when more than one person volunteers for the same position. Any member of the Board of Directors shall not serve more then two consecutive terms ( 4 year maximum for any Board of Directors Member)
Reason for change: Removed Past President and Vice Treasurer as those positions are no longer able to be filled or needed. Added Medias Rep and Ref Coordinator to Board od Director positions. Added elections as a requirement as no vote is usually needed if only one person volunteers. Added max term to avoid burn out of members and promote fresh faces and ideas.
1.b. Current wording: At it’s first meeting, if CMH does not receive a nomination form for the Vice President and Vice Treasurer positions: the Board shall either elect, or select, one of their members to serve as Vice President and Vice Treasurer.
Proposed Change: Remove from constitution
Reason for Change: volunteer positions and unrealistic to appoint a member from the association.
1.e. Current wording: The Board of Directors shall have complete control of all Minor Hockey activities including minor hockey teams, coaches, assistant coaches, trainers, managers, sponsors, officials, and any other persons connected to CMHA.
Proposed change: The Board of Directors shall have complete control of all Minor Hockey activities including minor hockey teams, all players, coaches, assistant coaches, trainers, managers, sponsors, officials, and any other persons connected to CMHA.
Reason for change: Added all players to be included
ARTICLE 3 Amendments to The Articles of the Constitution
ADD 3.b.: Amendments to the constitution shall be posted on the website for membership to review no later than 30 days prior to the annual fall AGM. Membership will have the right to question amendments at the AGM IN PERSON ONLY. If enough disagreement from the in person members about any amendments happens the tabled changes will go back to the Board of Directors for further review and re-tabled at next seasons fall AGM
Reason for change: currently no wording in the constitution to discuss or deal with any proposed changes to the current constitution.
ARTICLE 5 GENERAL ADMINISTRATIVE PROVISIONS AND RULES
5.a.ii. Current wording: If the applicant fails to fill out the form and return it, they will not be allowed to play in any capacity on any CMHA team.
Proposed change: If the applicant fails to fill out the form and return it by the deadline set by the CMH Board of Directors, they will not be allowed to play in any capacity on any CMHA team.
Reason for change: Added deadline set by Board od Directors to prevent conflicts or disputes about missing registration.
ARTICLE 6 TEAMS
6.a.i. Current wording: CMHA will abide by all rules regarding affiliated teams and the movement of players as set out by SHA and Hockey Canada.
Proposed change: CMHA will abide by all rules regarding affiliated teams and the movement of players as set out by Hockey Sask and Hockey Canada.
Reason for change: Update wording SHA to hockey Sask
6.b.iii. Current wording: For a team to “AP” a player the team must have 9 skaters or less in the age groups Atom to Initiation. Peewee will follow the same rule with exception of provincials or with permission of President or Vice President. This rule will not apply to Bantam and Midget.
Proposed change: For a team to “AP” a player the team must have 9 skaters or less in the age groups U9 and U11. U13 will follow the same rule with exception of provincials or with permission of President.
U15 and U18 may “AP” players with permission from parents, coach, and player in that order. “AP’s” for U15 and U18 are not to dress unless the teams total skaters is less than 15.
Reason for change: Update wording of age categories. Remove Vice President to eliminate conflict as Vice President only takes on Presidents roll in their absence. Added “AP” requirements for U15 and U18.
6.c. Team Splitting.
ADD: 6.c.iv: In U7, U9, and U11 if more than one team and head coaches have been selected the head coaches may split the teams. Once teams are split they must notify the President via email that the head coaches are satisfied with the process and team splitting. If no agreement is made or there is conflict the board will split the teams.
ARTICLE 7 RELEASE POLICY
7.a. Current wording: Releases shall be granted for all players to Atom A, Peewee A, Bantam A, Midget A once they confirm that they are registered with the team.
Proposed Change: Releases shall be granted for all players to U11 AA, U13 AA, U15 AA, U18 AA once they confirm that they are registered with the team. Releases are not necessary for try outs only if a payer makes the team and is registered with AA team.
Reason for change: Update age categories and add info for tryouts as per Hockey Sask.
7.b. Current wording: Releases shall not be granted to players wishing to register on teams in leagues that are similar to what Carlyle Minor Hockey completes within.
Proposed Change: Releases shall not be granted to players wishing to register on teams in leagues that are similar to or the same league that Carlyle Minor Hockey competes within.
Reason for change: spelling mistake and add the same league Carlyle Minor Hockey already competes in.
ARTICLE 9 COACHES
9.a.i. Current wording: Every team must have a coach, or a responsible person, properly certifies person whose name appears on the SHA team registration at every game.
Proposed change: Every team must have a coach, or a responsible person, properly certified person whose name appears on the Hockey Sask team registration at every game.
Reason for change: Fix spelling and update name to Hockey Sask.
ADD 9.a.iv. Every coach and/or bench personnel need to have all certifications and courses required by Hockey Sask. Failure to do so results in fines to CMH. CMH will pay first time offenders and after that the fines individual must pay their own fines.
Reason For addition: CMH provides information on mandatory certifications. This helps protect CMH from paying unnecessary fines as well as protects the players so all bench personnel are properly qualified.
CODE OF CONDUCT
CMHA requests parents:

Reason for change: add CMH
Add #7: A minimum of one parent/guardian per player is required to be certified in Respect in Sport or any equivalent certification as per Hockey Sask guidelines to register in CMH.
Reason for addition: To clarify any confusion about why CMH asks for this at registration time.
