FCBLY Basketball House Tournament Rules and Regulations

 

  • TEAM ROSTER

  1. Team roster must be submitted 30 minutes prior to each game. Team roster is no limit of players and 5 minutes playing time per game for the first and second quarter (exemption to the rules if less than ten players available at the time will considered). Teams will not be permitted to participate until all fees have been paid, We only allowed 3 Canadian Players each team on 35 Below Division and for 35 Above 4 Canadian Players only 2 Canadian Players are allowed to play at the same time for both division, you can change your Canadian and Filipino players as long as they have a proper jersey only until ELIMINATION ROUND ONLY, no more additional players if we are on the PLAYOFFS ROUND already.  

 

  1. All teams must wear basketball jerseys during their games. Each jersey must have the same color and they must have numbers. Basketball shoes must be worn. All jewellery must be removed. Necklaces, earrings and watches cannot be worn during the game. (NO UNIFORM – NO PLAY)

 

  1. The team coaches are entirely responsible to make sure that their players fully understand tournament rules and regulations.

 

  1. The game will consist of four quarters, first and second quarter each lasting 12 minutes and the third and fourth periods will last only for ten minutes.(6 Minutes Rule for the 1st & 2nd Quarter are implement for substitution you have to  substitute right away, to avoid delay upon whistle of the referee’s both teams are given only 5 seconds to field in your players in the playing court, cause of delay consider technical and will be awarded two (2) shots)

 

  1. Any combination of players on the second period is allowed, but 5 minutes time still observed.

 

  1. Players must be at the playing court, 10 minutes before the game start, if the team is unable to field 5 players the game will be start even though your players are 3 or 4, other players can ask the table officials as soon as they have already 5 players to be field in.

 

  1. Teams can add new players during elimination rounds only as long a jersey are provided.

 

  1. Players that did not play during elimination rounds are not allowed to play in the SEMI FINALS and FINALS games.

 

  • GAME TIMING

 

Games will start at the scheduled start time.

C19 Protocol and procedure shall be in effect: Wearing Mask in the vicinity are mandatory, if  

not in the field, Proof of Vaccination are needed.

 

  • ENTRANCE FEES

The entry fee deadline is due before the 1st game. Cash only. No personal checks. Entry fees are non-refundable, NO PAY - NO GAME (Player’s fee - $75 / player including the INSURANCE and $ 75 for 35 ABOVE including the Insurance, players playing both CATEGORY will pay $ 130).

 

  • CONDUCT

  1. All participating, coaches and spectators shall refrain from using profanity or verbal abuse towards other players, coaches, spectators, referees and the tournament staff.

 

  1. This is a Drug and Alcohol-Free Event. No alcoholic beverages or drugs are allowed on the premises. Any coach or player(s) engaged in the use of alcohol or drugs will be disqualified from further participation in the tournament.

 

  1. Team coaches will be responsible for the conduct of their players. Teams and spectators shall abide by the tournament rules and regulations.

  1. No food or beverages are allowed in the gymnasium. Only water and sport drinks will be permitted.

 

  1. The Tournament Director and the tournament staff are not responsible for any personal items that are left behind, lost or stolen.

 

  1. Only the Captain Ball and Coach are allowed by the table officials, for any clarification/procedural or administrative questions (warning for technical is given for not observing the Rules and Regulations)

 

  1. Warning is given to any team players/coaches for any disrespect for any the referee’s; Table officials will be given an Automatic Technical for the second offense).

 

  • FIGHTING

  1. Fighting is an attempt to strike an opponent with the arms, hands, legs, feet or a combative action by one or more players, coach or other team personnel. Any member or team personnel who participating in a fight shall be immediately suspended from the game for the duration to be determined by the Tournament Director and their Associates. Length of suspension will be assessed on an individual basis and may be up to six months in duration.

  1. Let it be known that spectators and visitors who too elect to involve themselves in a fight during a game, will be suspended from the facility for a length of time to be determined by the Tournament Director and their Associates.

  1. Should any team, player(s) or coach be disqualified from tournament play, there will be no refunds.

 

  • PROTEST AND PROCEDURES

  1. Only the opposing team coach who is playing the scheduled game can protest a player’s eligibility. Player eligibility protest must be taken to the scorer table before the start of the game.

 

  1. The game will not be stopped to handle the protest. If the player(s) show up late and the opposing teams coach wants to protest the player(s). That protest will take place at half time only. If the player(s) being protested at half time cannot provide proper proof of age, then the player(s) must sit until proof can be provided and that team will be charged with a technical foul. As a result, the opposing team will get two free throws and the ball.

 

  • TOURNAMENT DIRECTORS

The Tournament Director has the right to alter rules, bylaws and bracket structure as needed.

 

  • DUTIES AND RESPONSIBILITIES

 

  1. Must make sure that ALL players are informed and aware of the Filipino Canadian Basketball League Yukon House Rules and Regulations and the player’s Code.

 

  1. Coaches and Captain Ball are responsible in notifying ALL players of any change in league schedule.  His actions shall be in compliance with Coach’s code provided.

 

  1. Coaches are requested to make sure ALL players have maximum playing time.

 

  1. Only the Coaches of the playing team are allowed to stand and make necessary verifications/complaints during the progress of the game.

 

  1. Coaches and Captain Ball are expected to abide by the House Rules and quite aware the FIBA ruling.

 

  1. Coaches displaying unsportsmanlike conduct shall be. A) Direct Technical Foul – 2 free throws plus ball possession B) Repetition of Technical Foul – cause of game ejection (Leave the premises).

  • UNIFORMS

No Team/Players shall be allowed to play without wearing the proper uniform (identical) - (tack in all times)

  2. 1st Offense - Tecnical

  3. 2nd Offense - 1 Game suspension

  4. 3rd Offense - Ban for the rest of the season

 

  • TEAM DISCIPLINE AND CONDUCT OF PLAYERS

  1. A team must be present at the playing court fifteen (15) minutes before the scheduled match. In case a team will not show up after a grace period of fifteen (15) minutes, THE TEAM WILL loses THE GAME by forfeiture.

  1. Players using foul abusive language directed to fellow players, the referee or Table Officials and to any Basketball Officers and Members shall be subject to disciplinary action by the FCBL Yukon Officials.

  1. Players disciplinary actions and or shall be subjected to progressive disciplinary actions and shall be ejected suspended from the game and or future game, Chairman of the league will serve notice the coach and the player.  No refund on registration fee.

  1. Any Players, Coach or Manager who commits any of the enumerated acts of violence or UNSPORTSMANLIKE conduct shall be penalized with a Technical Foul and or a Suspension in the game depending upon gravity of the violation/situation.

  1. Only the Team Captain in the floor can communicate with the game officials including table officials regarding technicalities but not judgement call.  However, it should be in a courteous and calm manner.

  1. A player shall be disqualified / send out of the game if:

  • He commits two (2) technical fouls in the game.

  • He commits two (2) unsportsmanlike fouls in a game.

  • He commits both or combination of the two types of fouls mentioned.

  • The technical committee has the power to disqualify any player that may cause detrimental values to the league.

  1. A Player/Coach disqualified or send out of the game shall be automatically suspended on his next game.  Repeating this offense shall be automatically disqualified from further participation in the league.  In case it is the last game, the suspension will be imposed on the next league.

  1. A team who “walked-out” on the game shall lose the game by forfeiture.

  1. In case of fights, every player involved will be automatically banned from the league.  A fight means someone who thrown a punch or kick an opponent or other physical contact that is not related to basketball.  The officials and the technical committees still have the final decision.

  1. All postponed games will re-schedule at the end of the round.

  1. Player/s caught giving an obscene sign such as dirty finger or heard saying bad words to any official/s, technical committee/s, or to an opponent, that player/s will be given a:

  • Tecnical Foul on the first offense.

  • Thrown out of the game on the second offense and will be suspended on his next team game.

  1. Sanctions for players committed 5 Technical fouls during the whole season will be suspended for (1) game.

  • BREAKING TIES

In case we have a tie (win or loss record) application will be adopted a quotient system for the team involve only, top 2 teams will be advanced to semi-finals round, the top 2 teams have an incentive for a twice beat.

TOP 2 TEAMS ADVANCE TO THE SEMI - FINALS (WITH TWICE TO BEAT INCENTIVES)

(THE REMAINING 8 TEAMS WILL GO THE NEXT ROUND) THE FORMAT AS FOLLOWS:

1. NUMBER 3 TEAM VS. NUMBER 10 TEAM

2. NUMBER 4 TEAM VS. NUMBER 9 TEAM

3. NUMBER 5 TEAM VS. NUMBER 8 TEAM

4. NUMBER 6 TEAM VS. NUMBER 7 TEAM

QUARTER FINALS ROUND

1. NUMBER 3 or 10 TEAM VS. NUMBER 6 or 7 TEAM

2. NUMBER 4 or 9 TEAM VS. NUMBER 5 or 8 TEAM

SEMI - FINALS

1. NUMBER 1 TEAM(TWICE TO BEAT) VS. NUMBER 4,5,8 or 9 TEAM

2. NUMBER 2 TEAM(TWICE TO BEAT) VS. NUMBER 3,6,7 or 10 TEAM

 

35 ABOVE DIVISION 2 Rounds and the top 2 will be advance to the Semi-Finals (with Twice to Beat Incentives)

QUARTER FINALS ROUND

1. NUMBER 3 TEAM VS. NUMBER 6 TEAM

2. NUMBER 4 TEAM VS. NUMBER 5 TEAM

SEMI - FINALS

1. NUMBER 1 TEAM(TWICE TO BEAT) VS. NUMBER 4 or 5 TEAM

2. NUMBER 2 TEAM(TWICE TO BEAT) VS. NUMBER 3 or 6TEAM

 

CHAMPIONSHIP GAMEBEST OF 3 game and the 5 minutes per players rules are not applicable anymore (FREE FOR ALL), field in your best player for the FINAL GAME.

NOTICE OF CANCELLATION: In case you have a Company, Christmas Party’s should notify the committee’s 2 weeks before your event.

  • SUPPLEMENTAL RULES

FIBA 2021 rules and regulations shall govern this tournament, apply if not mentioned and specified by FCBL YUKON House Rules and Regulations: House Rules subject to change with consultation and mutual agreement between Coaches and the Basketball Organizer.
